SEAPOINT ASSOCIATION MEETING

Sat. 9-18-2010- 12 attendees
Held at Brigantine Community Center 10:00 am- refreshments served

I.                   Pres. Carolyn Mogano announced there will be 3 scheduled meetings for 2011.

II.                SeaPoint Social held 8-27-10 was a great success.  Tony & Isabel Pullella donated a $50 gift certificate for Laguna Grill as 1 of the door prizes; Jamie & Steve Satz (of Bloomingsales) donated a beautiful basket of goodies as another door prize, 2 Wawa Wawa gift cards and 2 SeaPoint car stickers were also given as door prizes.  From the 50/50 raffle, $500 was collected.  Chris Heckman was the lucky winner of $250 and the balance went to the Association’s Treasury.

 

III.             Beach Clean-up – the last one is scheduled for 10-23 @ 9:30 am. Meet at Sandy Lane as usual.  We need 10 members to attend in order to qualify for the NJ state grant.

 

IV.             SeaPoint  Decorative Signs:

 

A.    Thank our members and 4th Ward Councilman, Tony Pullella, Public Works, Ernie Purdy, and Jim Barber for their efforts in accomplishing this.  To be located at Harbor Beach Blvd. & Ocean Drive.

B.     SeaPoint Assoc. car stickers – now available for sale at $5 each as an on-going fund raiser for the Association.

 

V.                Summary  for 2010:

 

A.    90 households have joined the Association

B.     Email distribution list now contains 106 people and is constantly being updated

C.     One letter for the first quarter was planned.  If there is no response in 3 yrs., they will be eliminated from our list.  This increases efficiency and cuts costs of mailing.  This will continue for 2011.

 

VI.             Treasury:

 

A.    Income:

 

1.      Car Stickers – sold $175 already – which has already succeeded the cost of the stickers; this will be an on-going fund raiser

2.      50/50 drawing at the Aug. social - $250.00 net

3.      $900.00 – for the 90 households

4.      $375.00 from the state for beach cleanup

 

B.     Expenditures:

 

1.      $1000.00 for the SeaPoint signs

 

C.     Balance as of 9-17-2010= $1141.81

VIII.       Issues:

 

A.    4  Wheel Drive Vehicles- users state there is not enough room for them to park at the surfer beach

 

1        It was noted that the 4 WD pay $175.00 for a permit for the vehicle.  They do not require a beach tag for that section of the beach.  However they would require beach tags to go swimming in the swimming section of the beach, i.e. north of the signs for vehicles by Sandy Lane.  Members were concerned about the high volume of 4WD on the beach and dune area.  The Cloisters were very concerned that Brandt Road would be opened to the 4WD in order to increase space for the 4 WD.  Cloisters were unanimously opposed to this and made Sam Storino and Tony Pullella aware of their displeasure.  Tony was contacted by city manager ref. the beach loss north of the jetty – the surfer beach.  Tony stated that the 4WD area will not be extended North of Sandy Lane and Brandt Road will not be opened to the 4WD.

2        One member requested that the city promise SeaPoint Assoc. that the pilings & signs (No vehicle beyond this point)  will not be moved further North of their present location – (Of note, they were moved 5 yrs ago 75 feet further North to their present location).  SeaPoint does not wish to face this debate on a chronic basis.

3        The City is building dunes.  Dr. Farrell- from Stockton State College- is on retainer and paid for his advice and surveys.  He walked the 4WD area with Tony (who is on the Beach Committee) and stated the beach loss was due to Mother Nature.  Dr. Farrell stated that we don’t need the dune build-up at Sandy Lane.  Mother Nature builds them up and also takes it away.  Northeasterly winds are a factor in the changes.  Farrell suggested that the city bulldoze them down.  Tony had been contacted by City Manager, Jim Barber ref. the beach loss at the surfer’s beach

4        No decision has been made ref. the handling of the issue of inadequate parking for all the permits sold.

5        Tony stated that the north end has the endangered Piping Plovers (we used to have them until all the trucks parked there).  Also greenheads are a major problem on the north end.

6        There are no limit to the number of permits sold (3400) which are a major income stream for the city and therefore unlikely to be curtailed.  It was mentioned that 4WD by jetty are mostly Brigantine residents, while those at the cove are out of towners.

7        Many SeaPoint members expressed concern for all the exhaust, car oil on the sand and traffic on the beach and wished that these vehicles could be limited, or shared with other beach areas in Brigantine.

8.      One member expressed concern that the beach tag inspectors are not conscientious and do not inspect beachgoers well enough for Beach tags at SeaPoint beach.

9.      Dr. Farrell studied the issue after dredging occurred a couple of years ago.  This caused a change in the Brigantine inlet water pattern and much of the beach was lost along the jetty area. 

10.  Problem of the birds in the dunes:  They are depositing their droppings in pools, yards and lawns.  Is this a health hazard??

11.  Trimming of the dune Bayberries: We can trim to 7 feet.  Need a permit from the city to do this; however they grow back with a fury.

12.  A solution may be to have parking on the access road which runs parallel to the jetty just north of life-guard stand for the surfers.  Some park there already.

13.  Pinky Kravits recently mentioned on his radio talk show that in Ventnor the dunes can be trimmed due to a hazard to the neighborhood.  This could set precedence.  We might consider getting a lawyer to challenge this issue.

 

B.     Ref. Tax Appeals:

It was suggested if we wish to appeal, next year may be a good time since now we have some comparable sales.  Mark’s home sold for $700,000; He did win the tax appeal which applies to the new owner.  5203 sold for $525,000.  Rancher on Ocean Drive W. by Pepper cove - $699,000.  Deadline to appeal is 4-1-2011.  Sales from Oct. 2010 are considered during the appeal.

 

C.    going forward – next year –

 

Tony suggested getting a rally together and go to City Council meeting – need at least 30 people and present points ref. the 4 WD: grease on the sand, exhaust, moving trucks amidst toddlers and children playing,  1000s of swallows depositing their purple mess in our pools, yards and sandboxes.  Surfers leave a mess on Ocean Drive S. as they change, relieve themselves on our lawns. 
Ocean Drive should have permit parking only to alleviate some of this.

We must convey our viewpoints to Council and have the numbers to challenge Council.

 

D.    Tony announced that on Sat. 10-23 the League of women Voters at 10:00am at the Brigantine Library -will sponsor a debate between the candidates for City council in Brigantine. 
Pinky will host the debate.  (This is not a politically sponsored event)

 

E.     Beach Entrance beautification:

 

1.      Sandy Lane needs some work on it

 

F.      Ref. high energy costs – website – ppllenergyplus.com/switch

 – to consider changing your supplier of electricity

G.    Tony spoke that he had urged Council to reduce the budget by
$4 Million, put contracts out to bid, and review the need for the city engineer to bill Brig. for $1Million.  He stated a 2 party system is sorely needed in Brigantine.  On a side note, Brig. spent $110,000 of our tax dollars to investigate him in the past.

H.    The SeaPoint members acknowledged they were most grateful that Tony is a member of Council and represents us and shares info with us during our meetings. 

I.       A  MOTION WAS MADE BY Dr. Nancy Czarnecki that the SeaPoint organization keep $2-3000. in reserves for possible use in the future if legal representation is needed.  She stated that rather than donate to charity or social events, this money should be kept for possible future needs.  Of note, as a non-profit organization, we cannot earn interest on our money in the bank.  This may need to be further explored.

 

1.      A vote was not taken since a quorum was not present. 
Pres. Mogano said this would be accomplished during our May 2011 meeting. *************

 

J.       Dr. Czarnecki also suggested that all the officers should be involved in the decision-making when a significant amount of money is to be spent with the organization’s funds (eg. SeaPoint Signs)

 

K.    Dr. Nancy Czarnecki also stated that after nearly 15 yrs. as Secretary of the SeaPoint Assoc., effective Jan. 2011, she will resign as Secretary of SeaPoint Association for personal reasons.
